Introducing the Destination Earth Initiative

Destination Earth, or DestinE, is a flagship European Commission project aiming to build a highly accurate global digital twin of the Earth - a continuously updated, interactive, AI‑powered model that simulates natural phenomena (climate, weather extremes, ecosystems) and human activities. The project is implemented by the European Space Agency (ESA), the European Centre for Medium-Range Weather Forecasts (ECMWF), and EUMETSAT, the European Organisation for the Exploitation of Meteorological Satellites, with the Core Service Platform, Data Lake, and Digital Twin Engine now live following the June 2024 launch of its first two digital twins (weather‑induced extremes and climate change adaptation).

Date: 1. 08. 2025

DestinE is revolutionary in its precision, speed, interactivity and scale - allowing users from policy labs to research teams to forecast extreme weather, explore climate adaptation scenarios at regional level, and anticipate socio‑economic impacts in near‑real time.

Why DestinE Matters

This is a slightly different theme from what we've explored in our previous articles. We’ve already explored the Digital Europe Programme, STEP, Horizon Europe, and many other key topics in depth in our previous articles. But keep on reading - because the Destination Earth initiative is closely linked to these programmes, especially the Digital Europe Programme. Its success and scale are powered by DIGITAL funding, making it highly relevant for businesses looking to align with EU priorities and tap into emerging opportunities.

DestinE sits squarely at the crossroads of Europe's twin priorities: the Green Deal and the Digital Strategy.

The European Green Deal outlines the EU’s ambition to become carbon‑neutral by 2050. It calls for deep climate adaptation and mitigation capabilities, nature restoration, sustainable resource use, and resilience to extreme weather. DestinE supports these aims by providing policymakers with evidence‑based simulations of environmental outcomes, allowing impact assessment and optimisation of green policies.

Meanwhile, the Digital Strategy (part of the EU’s plan to become world‑leading in high‑performance computing (HPC), data spaces, AI and cloud) emphasizes building data infrastructures, dual use of digital technologies, and digital sovereignty through scale and collaboration. DestinE advances those goals: it leverages Europe’s HPC capacity, cloud computing, AI and data spaces, and stitches together data from Copernicus, ESA, EUMETSAT and IoT systems – enabling industry, research and governments to build digital ecosystems around Earth system modelling.

How DIGITAL Funding Powers DestinE

As already mentioned, DestinE is closely tied to the Digital Europe Programme (DIGITAL) - the EU’s flagship initiative for boosting digital capacity across member states. This is s the EU’s major investment instrument (for 2021–2027) aimed at bridging digital innovation and real‑world deployment in businesses, public services and research.

DIGITAL supports investments in key areas like AI, cybersecurity, advanced data infrastructures, quantum technologies, and digital skills. In our May article, we took a deep dive into how the EU is stepping up its game in strategic tech sectors, highlighting the new €1.3 billion investment for 2025–2027 aimed at reducing dependence on non-European providers.

DestinE stands out as one of DIGITAL’s most prominent success stories: with over €300 million in funding, it has already delivered a robust core platform, an advanced data lake, and the first two operational digital twins by June 2024.

Beyond the numbers, what makes DestinE truly stand out is how it embodies the strategic goals of the Digital Europe Programme - not just by building infrastructure, but by creating a living, evolving digital ecosystem. It brings together Europe's strongest assets in data, AI, cloud, and high-performance computing, and turns them into usable tools for tackling climate and societal challenges. The project is not just about observing the Earth, but about enabling predictive capabilities, cross-sector innovation, and smarter decision-making.

Why Businesses Reading This Should Care

It’s important to clarify that Destination Earth is not a funding programme in itself. Companies cannot receive grants directly from the initiative. Instead, funding opportunities come through official tenders and service contracts issued by the implementing organisations - ECMWF, ESA, and EUMETSAT - under the broader umbrella of the EU’s Digital Europe Programme.

The DestinE website maintains a "procurements" section listing both ongoing and upcoming calls for proposals. These tenders range from developing quality control frameworks and AI benchmark datasets to data management services - each offering substantial contract funding.

So, the money flows through public contracts rather than grants. Tech firms, SMEs, consultancies and data service providers can compete for these contracts - creating modules, analytics tools, training, interfaces or support services built on the DestinE core platform and digital twins. If your company has the capabilities, these tenders represent structured business opportunities to actively contribute to DestinE’s growing digital twin ecosystem.

Even more funding opportunities are available under the DIGITAL Programme. If your organisation is working on innovative AI solutions, cutting-edge cybersecurity, advanced digital skills training, or modernising digital public services, you could be a strong fit for the upcoming calls. These calls are open to businesses, public authorities, and other eligible entities from EU Member States, EFTA/EEA countries, and those associated with the DIGITAL Programme.

💡TikoBits: Don’t miss out - New DIGITAL calls are live! €140 million available to accelerate Europe’s digital future!

The European Commission has launched four new calls under the Digital Europe Programme, worth €140 million, to accelerate the deployment of cutting-edge digital technologies across the EU. Here's what's in focus:

🔹 €55M to introduce Generative AI in public administration and agri-food, support regulatory compliance, semiconductors, and data spaces.
🔹 €27M to create four Digital Skills Academies focusing on AI, quantum, and virtual worlds.
🔹 €11M to expand the European Digital Innovation Hubs (EDIHs) network and strengthen AI capabilities.
🔹 €47M to roll out next-gen digital tech, support Safer Internet Centres, and establish a European Network of Fact-Checkers with €5M in dedicated funding.
