Digital Europe Programme (DEP) is centralized EU program (2021-2027).

What is Digital Europe Programme (DEP)?

The aim of Digital Europe Programme (2021-2027) is to accelerate the recovery and drive the digital transformation of Europe, by supporting the Union`s twin objectives of a green transition and digital transformation and by strengthening the union`s resilience and strategic autonomy. The programme provides funding for projects in 5 crucial areas:

  • Supercomputing (€2.2 billion),

  • Artificial Intelligence (€2.1 billion),

  • Cybersecurity (€1.6 billion),

  • Advanced Digital Skills (€580 million),

  • Ensuring wide use of digital technologies across the economy and society (€1.1 billion).

The programme is fine-tuned to fill the gap between the research of digital technologies and their deployment, and to bring the results of research to the market – for the benefit of Europe`s citizens and businesses, and in particular SMEs.

New opportunities under Digital Europe work programme 2025 - 2027 

The Digital Europe Programme is focused on fortifying Europe's digital capabilities across critical sectors, including AI, cybersecurity, data management, advanced digital skills, and digital infrastructure deployment. With a robust €1,3 billion budget, the programme aims to ensure the EU's global digital leadership and resilience. 

The Digital Europe work programme focuses on the deployment of: 

🔹Artificial Intelligence 

Empowering businesses and public administration to position Europe as a leading AI continent through: 

  • Development, integration, and adoption of advanced AI solutions. 

  • Sector-specific testbeds and real-world application environments for Generative AI. 

  • AI-driven healthcare solutions, including medical imaging and virtual human twins. 

🔹Cloud and Data 

Enhance Europe's digital capabilities with robust, secure, and interoperable cloud infrastructure and data solutions: 

  • Strengthening cloud-to-edge infrastructures across sectors. 

  • Establishing sector-specific data spaces, notably in tourism, manufacturing, agriculture, and healthcare. 

  • Developing tools to streamline regulatory compliance and data interoperability. 

🔹Cybersecurity 

Boost Europe's cybersecurity capabilities to ensure resilience against cyber threats: 

  • Deploying AI-powered cybersecurity tools and technologies.

  • Facilitating SME adoption of innovative cybersecurity solutions. 

  • Supporting the transition towards Post-Quantum Cryptography for critical infrastructures. 

  • Establishing Cyber Hubs to enhance threat detection and response capabilities under the Cyber Solidarity Act. 

🔹Digital Skills 

Elevate digital competencies across Europe, enhancing capacity among citizens and the workforce: 

  • Establishing specialized digital skills academies focused on quantum computing, AI, virtual worlds, and semiconductor technologies. 

  • Promoting excellence in digital education and training programmes. 

  • Initiatives targeting the inclusion of women and underrepresented groups in digital fields. 

The new work programme also reflects a few new actions and responds to contemporary challenges identified in the political priorities of the new Commission around tech sovereignty, democracy and security, and linked notably to the implementation of the Chips Act, the Artificial Intelligence (AI) Act and the AI Innovation package communication  and the objective to make Europe an AI continent thriving on development, integration and adoption of AI thanks to the forthcoming Apply AI Strategy, the EU Digital Identity Wallet, the Cyber Solidarity Act and the Cyber Resilience Act, as well as the Interoperable Europe Act. 

Call planning: 

The first DIGITAL calls were released in April 2025, with additional calls expected to be published through the rest of the year. The EU Funding & Tenders Portal can be consulted for information on open calls.  

Duration: 24, 36 or 48 months 

Typical project value: €10M 

Funding rate: 

  • Simple Grants:  50% funding rate 

  • SME Support Actions - 50% except for SMEs where a rate of 75% applies 

  • Coordination and Support Actions — 100% funding rate 

Targeted stakeholders: 

Calls are open to businesses, public administrations, and other entities from EU Member States, EFTA/EEA countries, and countries associated to DIGITAL.
