Objective of the call
The PRECISEU Open Call aims to fund Joint Interregional Projects (JIPs) that accelerate the adoption and scale-up of personalised medicine solutions across Europe.
The call focuses on reducing fragmentation and inequalities in healthcare innovation, strengthening interregional collaboration, and supporting the development and deployment of advanced technologies in health ecosystems.
It also seeks to improve accessibility and affordability of personalised medicine, reinforce regional innovation capacity, and promote knowledge transfer between European regions.
Scope of activities
The call supports deep-tech innovation activities in personalised medicine, focusing on experimental development at Technology Readiness Levels (TRL) 6 to 8.
Projects must contribute to increasing the maturity of technologies within this TRL range.
The scope is structured around two main areas:
• Advanced therapeutics
• Health data for personalised medicine
Eligible activities include:
• Scale-up activities addressing remaining scientific or technical uncertainty
• Optimisation and validation of analytical methods
• Development of in vivo, in silico or in vitro models
• Generation of evidence to resolve technical challenges
• End-user collaborative experimental development
• Regulatory-readiness activities linked to innovation pathways
Activities related to routine market deployment, commercial roll-out or distribution are not eligible.
Eligible applicants
Eligible applicants are legal entities established in EU Member States or Horizon Europe Associated Countries (described in General Annex A, General Annex B, General Annex C).
Eligible organisations include:
• Companies (including SMEs and large companies)
• Research institutes and universities
• Technology centres
• Hospitals
• Public administrations
• Associations and NGOs (including patient organisations)
• Public and private research bodies
Consortium requirements:
• At least 3 independent legal entities
• Established in 3 different regions covered by participating Funding Agencies
• At least 2 entities from 2 different EU Member States
• At least 1 SME from a PRECISEU region
• All core partners must be eligible for funding
Geographical eligibility for funding (strict condition):
Financial support is ONLY available to applicants established in regions covered by participating PRECISEU Funding Agencies.
These regions include:
• Catalonia (Spain)
• Baden-Württemberg (Germany)
• Nord-Est (Romania)
• Emilia-Romagna (Italy)
• Castilla-La Mancha (Spain)
• Crete (Greece)
• Lazio (Italy)
• Lithuania
• Ireland
Important:
• Applicants from other PRECISEU regions or from EU / Associated Countries may participate in consortia but will NOT receive funding under this call
• Only entities from funding regions can act as consortium coordinators
Eligible costs
The call applies a lump sum funding model.
Eligible cost categories include:
• Personnel costs
• Subcontracting (for complementary tasks)
• Travel and subsistence
• Equipment (depreciation)
• Other goods and services
• Indirect costs (calculated as 25% of eligible direct costs excluding subcontracting)
Funding conditions
Type of action:
Cascade Funding
Funding rate:
• Up to 100% for non-profit legal entities
• Up to 70% for profit-making legal entities
• 0% for entities from non-funding regions (self-funded participation)
EU contribution per project:
The maximum financial contribution per project is €3 000 000 (The amount of financial support varies based on the funding rate and is limited to a maximum of €600 000 per beneficiary.)
Project duration:
From October 2026 to March 2029
Technology Readiness Level (TRL):
Projects are expected to reach TRL 6-8 by the end of the project
*Technology Readiness Levels (TRL) describe the maturity of a technology, from basic research (TRL 1) to fully deployed, market-ready solutions (TRL 9). TRL 6-8 corresponds to pilot-scale validation and demonstration in relevant operational environments.
