Official call identifier: HORIZON-CL3-2027-02-CS-ECCC-04
Objective of the call
The objective of this call is to develop new cryptographic primitives and protocols for future hybrid classical-quantum and fully quantum networks. The focus is on advancing beyond current approaches such as Quantum Key Distribution, strengthening cryptographic foundations, and enabling secure, scalable and trust-based quantum network functionalities.
Scope of activities
Projects should focus on the development of new quantum cryptographic primitives and protocols beyond QKD, including both quantum equivalents of classical mechanisms and entirely new approaches not achievable classically. Activities may include combining classical cryptography, including PQC, with quantum approaches to improve performance and flexibility. Proposals should also analyse the strength and applicability of developed solutions compared to classical alternatives, including formal assumptions, security proofs, and performance assessments. Further work may explore connections between quantum information processing and cryptography, including entanglement-based systems and non-local computation. Projects are expected to contribute to the development of a roadmap for quantum cryptography and network functionalities, addressing technical challenges, scalability, and future hardware and architectural requirements.
Eligible applicants
- Innovative SMEs, startups and enterprises aiming to scale and strengthen competitiveness
- Public-sector organisations driving transformation and societal impact
- Research and academic institutions commercialising knowledge
- Non-profit organisations delivering purpose-driven innovation
- Organisations based in EU Member States or Associated Countries (described in General Annex A, General Annex B, General Annex C)
- Minimum 3 independent partners from 3 eligible countries
Specific consortium we are looking for:
Consortia should include quantum information scientists, cryptography experts, and researchers in post-quantum cryptography with experience in applied cryptography. Participation of organisations working on quantum networks, entanglement-based systems, and quantum computing is expected. Collaboration between academic researchers and industry stakeholders interested in future quantum network architectures and cryptographic protocols is required.
Eligible costs
Eligible costs will take the form of a lump sum contribution under the Horizon Europe Lump Sum Model Grant Agreement.
