Digital solutions for regulatory compliance through data

Objective of the call

The growing complexity of EU regulatory reporting requirements creates significant challenges for both regulators and businesses. This call supports projects that test digital solutions for automated regulatory compliance, helping organisations streamline reporting processes and reduce administrative burden.

The action focuses on developing systems that automatically collect, transmit, analyse, and report data required under EU legislation (e.g. environmental, agricultural, healthcare, energy or manufacturing regulations). The goal is to enable real-time compliance and self-compliance checks with minimal manual intervention.

Projects will combine advanced technologies such as automated data capture, cloud infrastructure, APIs, encryption, and machine learning to ensure secure, scalable and efficient reporting. Where possible, solutions should rely on standardised European data models and enable direct communication with regulatory authorities for automated updates.

The integration of the EU Digital Identity Wallet and trusted services (e.g. electronic seals, ledgers) is encouraged to ensure secure identification and regulatory trust.

Technical Development

  • Direct digital interfaces with regulatory authorities

  • Integration with common European data spaces

  • Strong data privacy and cybersecurity measures

  • Robust access control and audit trails

  • Comprehensive data governance framework (quality, stewardship, lifecycle management)

  • Compliance with European standards and interoperability requirements

System Requirements

  • Open-source solutions

  • Interoperability with existing government systems

  • Scalability for high data volumes

  • User-friendly design

  • Stakeholder engagement throughout development

Proposals must focus on legislation with clear and measurable compliance metrics and avoid overlap with existing initiatives (e.g. Digital Product Passport or Customs Reform).

Eligible applicants 

Eligible participants include: 

  • National and EU regulatory authorities 

  • AI, data analytics and regtech solution providers 

  • SMEs, farmers and industrial actors acting as data providers 

  • Research organisations specialising in standards and interoperability 

  • Data space operators and cloud service providers 

Organisations must be based in EU Member States, EFTA/EEA, or Associated Countries (more info on eligible countries will be published soon)

Consortia must include partners from multiple Member States and establish clear data governance structures.
