Official call identifier: HORIZON-CL3-2027-02-CS-ECCC-01

Objective of the call

The objective of this call is to advance the development of trustworthy and resilient artificial intelligence solutions for cybersecurity applications. The call focuses on improving real-time threat detection, enhancing adaptive defence mechanisms, and reducing system recovery times, while ensuring compliance with regulatory frameworks such as the AI Act.

Scope of activities

Projects should focus on the development and validation of AI-driven cybersecurity solutions. This includes real-time threat detection using advanced machine learning techniques, adaptive AI systems capable of evolving with emerging cyber threats, and AI-enhanced Security Operation Centres (SOCs) integrating predictive analytics and automation. Proposals should also address risks related to adversarial AI, ensuring robustness, transparency, and regulatory compliance. The use of different types of AI, including generative AI, is encouraged within cybersecurity contexts.

Eligible applicants

  • Public-sector organisations driving transformation and societal impact
  • Research and academic institutions commercialising knowledge
  • Non-profit organisations delivering purpose-driven innovation
  • Organisations based in EU Member States or Associated Countries (described in General Annex A, General Annex B, General Annex C)
  • Minimum 3 independent partners from 3 eligible countries

Specific consortium we are looking for:

Consortia should include cybersecurity experts, AI developers, and organisations operating Security Operation Centres or cyber hubs. Participation of research institutions specialising in machine learning and adversarial AI, as well as industry partners providing real-world cybersecurity use cases and infrastructure, is expected.
