Advancing sustainable maintenance and repair measures for existing buildings

Objective of the call

This call aims to extend the service life of existing buildings and reduce their life cycle environmental impacts by improving maintenance and repair approaches.

It supports the development and uptake of predictive maintenance for existing buildings, helping to reduce reactive interventions and improve the sustainability and performance of the built environment, in line with recent policy developments such as the recast Energy Performance of Buildings Directive (EPBD).

Scope of activities

Proposals must address all of the following:

  • Develop at least one prospective life cycle assessment (LCA)-based decision-support tool for predictive maintenance and repair of existing buildings
  • Develop at least one package of maintenance and repair measures to extend the estimated service life of existing buildings, which:
    • Integrates circularity principles, is environmentally sustainable and financially feasible over the remaining life cycle of the building(s)
    • Involves inhabitants, users and owners in the design and implementation
    • Complies with European and national regulatory requirements
    • Minimises disruption for inhabitants/users (including noise and duration of works)
  • Demonstrate both the decision-support tool(s) and the package(s) of measures on three buildings located in three different Member States and/or Associated Countries, including:
    • At least one heritage building
    • At least one social and affordable housing project
  • Explore the potential for wide-scale application of predictive maintenance in existing buildings, identify barriers to implementation, and propose solutions to overcome them

Projects are expected to follow a participatory and transdisciplinary approach through the integration of different actors and disciplines.

The effective contribution of Social Sciences and Humanities (SSH) is required, including the involvement of SSH experts and institutions.

Proposals must allocate at least 0.8% of the budget to engage with the Horizon Europe-funded “New European Bauhaus hub for results and impact” to share results and contribute to impact assessment.

  • Innovative SMEs, startups and enterprises aiming to scale and strengthen competitiveness 
  • Public-sector organisations driving transformation and societal impact 
  • Research and academic institutions commercialising knowledge 
  • Non-profit organisations delivering purpose-driven innovation 
  • Organisations based in EU Member States, EFTA/EEA, or Associated Countries (described in General Annex A, General Annex B, General Annex C)
  • Minimum 3 independent partners from 3 eligible countries 

Specific consortium we are looking for:

  • Building owners and facility management organisations
  • Social and affordable housing providers and operators
  • Heritage building owners and heritage conservation actors
  • Construction, renovation, maintenance and repair companies
  • Digital tool providers (building monitoring, diagnostics, predictive maintenance)
  • LCA and sustainability assessment experts and research organisations
  • Public authorities and organisations involved in building regulation and housing
  • Social sciences and humanities experts and institutions

Eligible costs 

Eligible costs follow the Horizon Europe Lump Sum Grant model and may include:

  • Development of LCA-based predictive maintenance decision-support tools
  • Design and implementation of maintenance and repair measure packages
  • Demonstration activities in the three pilot buildings
  • Monitoring, evaluation and life cycle impact assessment
  • Stakeholder engagement and participatory design activities
  • SSH work (user impact, acceptance, behavioural and governance aspects)
  • Barrier analysis, regulatory review and guidance development
  • Engagement with the NEB hub for results and impact (minimum 0.8% of budget)
