Objective of the call
This call aims to develop advanced digital data platforms that integrate whole life carbon assessments into building information tools, certification schemes and regulatory frameworks.
It supports improved calculation and use of Global Warming Potential (GWP) data across the building lifecycle, in alignment with EU legislation such as the Energy Performance of Buildings Directive (EPBD) and the Construction Products Regulation.
The topic contributes to the European Partnership on “People-centric sustainable built environment” (Built4People) and supports the transition towards a climate-neutral and energy-efficient European building stock.
Scope of activities
Proposals must address all of the following:
- Demonstrate digital data exchange platforms enabling the development of comprehensive building information tools, assessments and/or certificates
- Integrate data from whole life carbon assessments, national and international life cycle inventories of embodied environmental flows, Digital Product Passports, Energy Performance Certificates (EPCs), Smart Readiness Indicators (SRI), Building Renovation Passports (BRPs) and Digital Building Logbooks
- Use advanced data analytics and recognised data standards to ensure interoperability with Building Information Modelling (BIM) systems and real-time digital twins
- Validate the proposed platforms in at least three large-scale pilots, covering different building types (e.g. residential, commercial, educational) and diverse use cases such as energy monitoring and renovation optimisation
Projects must improve data availability and interoperability for whole life carbon assessments, covering both operational carbon and embodied carbon, including potential carbon removal in sustainably sourced construction products.

- Public-sector organisations driving transformation and societal impact
- Research and academic institutions commercialising knowledge
- Non-profit organisations delivering purpose-driven innovation
- Organisations based in EU Member States, EFTA/EEA, or Associated Countries (described in General Annex A, General Annex B, General Annex C)
- Minimum 3 independent partners from 3 eligible countries
Specific consortium we are looking for:
- Digital platform developers and data solution providers
- Construction companies and building developers
- Manufacturers of construction materials and products
- Certification bodies and standardisation organisations
- Research and technology organisations specialising in life cycle assessment (LCA) and carbon accounting
- BIM and digital twin technology providers
- Public authorities involved in building regulation and certification
Legal entities established in China are not eligible to participate under this destination.
Eligible costs
Eligible costs follow the Horizon Europe Lump Sum Grant model and may include:
- Development and integration of digital data exchange platforms
- Data standardisation and interoperability solutions
- Life cycle inventory development and validation
- Pilot implementation in large-scale demonstrators
- Interoperability testing with BIM and digital twins
- Impact assessment and exploitation planning
